Councillor Singh was one of five councillors who defected from Labour to the Tories during the July 2007 by-election.
He represents the Lady Margaret ward and has been a councillor since 1982.
The former Mayor of Ealing is currently an advisor on "race relations" to the Conservative party leader David Cameron.
